What Are The Required Conditions to Acquire Citizenship by Establishing a Hotel or Touristic Complex in Montenegro? 16 April 2019

As is known “The Decision on Criteria, Method and Procedure for Selection of Persons Who May Acquire Montenegrin Citizenship by Admission for the Implementation of a Special Investment Program of Particular Importance for the Business and Economic Interest of Montenegro” (“Decision”) has entered into force on January 1, 2019. According to the Decision, three years period has been stipulated for the Montenegrin Economic Citizenship Program (“Program”), the Program will continue until 31 December 2021.

One of the methods that can be applied by persons who want to acquire citizenship within the scope of Program is to establish hotel or mixed touristic complex.  The requirements of acquisition Montenegrin citizenship by establishing hotel or mixed touristic complex varies according to where the facility is to be opened in Montenegro. In case of establishment of hotel or mixed touristic complex in the coastal part or capital city of Montenegro, facility;

• Must have minimum 5 stars,
• Must have minimum 60 accommodation units,
• Must have an investment value of minimum 15.000.000,
• Must provide minimum 80 new work places.

In case of establishment of hotel or mixed touristic complex in the North region and Central region (except for Capital City) of Montenegro, facility;

• Must have minimum 4 stars,
• Must have minimum 35 accommodation units,
• Must have an investment value of minimum 5.000.000 Euro,
• Must provide minimum 25 new work places.

According to the declaration made by Montenegro Ministry of Tourism and Spatial Planning, interested persons should submit revised main project, which proves the categorization, number of accommodation units and projected value of the investment project; business plan, defining the number of employees; and if need, additional documents which proves the amount of the funds that are already invested in the project, including the documentation on financial capability which proves the capacity for realization of the project or part of the project to Montenegro Ministry of Tourism and Spatial Planning until 31 December 2021.
